Create branch to test upraded dependencies.

The current set of package dependencies seems to have severe problems with
setuptools and zc.buildout. Simple installs on freshly installed machines
are not possible, as experiments with docker instances revealed.

This branch is for fixing these dependencies and to support an upgraded
version of zc.buildout.
